The sODN system comprises an intelligent management system, an intelligent management terminal and an intelligent wiring device, wherein the intelligent management system interacts with the on-site operating intelligent management terminal through a wireless network; the intelligent wiring device adds intelligent components on the conventional ODN equipment; the intelligent components include an intelligent management component and the eID; the eID utilizes electronic tag technique to carry out unique identification on nodes and branches of an intelligent ODN network; the intelligent management system operates and manages the intelligent ODN network through identifying a content stored in the eID; the intelligent management system and the intelligent management terminal both interact with the intelligent wiring device and issue commands to the intelligent wiring device; and the sODN system provides two management ways, namely near-end operation and far-end guiding construction.
