The system comprises a plurality of notice initiating units, a plurality of data caches corresponding to each notice initiating unit, a notice dispatching center and notice receiving units corresponding to each notice initiating unit; each notice initiating unit is accessed to the corresponding data cache, and writes the message data need to be noticed into the data cache; the notice dispatching center scans the message data in each data cache regularly, and distributes the scanned message data need to be noticed to the corresponding notice receiving unit; the notice receiving unit receives the message data distributed by the notice dispatching center, and feeds back the receiving state. By adopting the system provided by the invention, each notice initiating unit in a cluster can be accessed into the notice dispatching center uniformly, and the notice dispatching center dispatches and manages each notice initiating unit uniformly, therefore the tasks of message data notification or data synchronization can be realized.
