Disclosed are a pilot frequency arrangement determination method and a base station, wherein the method comprises: S1, selecting a first optimized pilot frequency arrangement P1 from an available subcarrier set G as a pilot frequency arrangement of a first transmitting antenna and making G1=G-P1; S2, performing a cyclic shift on the P1; if a Pi obtained after the shift is a subset of the G1, using the Pi as a pilot frequency arrangement of an ith transmitting antenna; if the Pi obtained after the shift is not the subset of the G1, selecting the Pi from the G1 as the pilot frequency arrangement of the ith transmitting antenna; making G1=G1-Pi and i=i+1, and repeatedly executing S2 until the i equals a number of transmitting antennas.
