The method comprises the following steps: carrying out initial flow distribution of a newly-received data flow; comparing a required bandwidth and a residual bandwidth of the IP channel; if the required bandwidth is smaller than the residual bandwidth of the IP channel, distributing the data flow to the IP channel; otherwise distributing the data flow to the QAM channel; and detecting a packet loss rate of the data flow in a transmission process of the data flow, and switching between the transmission channels when the packet loss rate is abnormal, wherein the step specifically comprises a step of switching a flow with the maximum occupied bandwidth on the IP channel to the QAM channel when the packet loss rate of the IP channel is greater than a threshold of the packet loss rate of the IP channel; or switching all data flows borne by a port with the minimum bandwidth in a port set having a greater bandwidth than the excess bandwidth to another frequency point when the packet loss rate of one frequency point on the QAM channel is greater than a threshold of the packet loss rate of the frequency point of the QAM channel.
