The measurement device comprises a metal casing and a fiber optic signal transmission device, wherein the fiber optic signal transmission device comprises a signal transmitting end and a signal receiving end; a leaked current sensor and the signal transmitting end are arranged on a supporting baffle; the metal casing is provided with a first fitting connected with the insulator, and a second fitting connected with a high-voltage wire; the second fitting is connected with the leaked current sensor through electrical signals; a data acquisition card collects the electrical signals output by the leaked current sensor; the electrical signals are converted into digital signals through an analog-digital converter and are output to the signal transmitting end; the signal transmitting end converts the digital signals into optical signals and transmits the optical signals to the signal receiving end through a monomode optical fiber; the signal receiving end converts the optical signals into electrical signals through a photovoltaic conversion module and transmits the electrical signals to a monitoring terminal.
