The method specifically comprises: a CBS receiving a measurement report sent by a UE to acquire a target base station identification carried in the measurement report, wherein the target base station identification is used for indicating a target base station; the CBS indicating the above-mentioned target base station to conduct resource configuration on a data link layer of the target base station according to a service priority corresponding to the above-mentioned UE; after the configuration is completed, the above-mentioned CBS sending data to the above-mentioned target base station; and the CBS sending a switching command to the above-mentioned UE, and the UE resetting state information about the data link layer thereof according to the switching command, and switching same to the above-mentioned target base station.
