The method includes steps of rinsing the tobacco stems, impregnating the tobacco stems by hot water at 50-70 DEG C for 15-50 minutes, filtering after impregnation, and respectively collecting impregnation liquid and the impregnated tobacco stems; separately treating the impregnation liquid, pressing the tobacco stems to dewater, and shredding to obtain stem shreds which can be used in cigarette composition formulas after being expanded and dried; or reusing the stem shreds to feed after separating, purifying and concentrating the impregnation liquid. The stem shreds treated by the method are added into the cigarette composition, sensory quality is greatly improved, physical and chemical indicators are remarkably increased, and same tobacco stems can remarkably improve comprehensive quality of cigarettes after being treated by the method, application value of the tobacco stems in the cigarettes can be increased, and utilization value and rate of the tobacco stems are effectively increased.
