The system comprises a helium recovery unit, an initial membrane separating unit, a low-temperature purifying unit and a gas supply unit, wherein the recovery unit comprises a gas collecting tank, a pressurizing pump, a flowmeter and the like; the initial membrane separating unit comprises a precise filter, a membrane separator, a buffer tank and a purity detector; the low-temperature purifying unit comprises a pressurizing pump, a low-temperature purifier and a purity detector; the gas supply unit comprises a pressure adjusting valve and a pressure stabilizing tank; the low-temperature purifier consists of a refrigerator, a liquid collecting tank and a freezer. By adopting a mode of combining a single level membrane separation technology and a low-temperature purifying technology, online recovery and purification of helium-rich tail gas of an optical fiber cooling tube are realized.
