The thermal protection property tester comprises a heat exposure simulation box, wherein a constant-temperature preheating board is arranged at the lower part inside the heat exposure simulation box, a fabric clamping device is arranged above the constant-temperature preheating board, and clamps a thermal-protective coating attached with a comfort layer, a water-proof ventilation layer, and an outer layer from top to bottom, a reciprocating lifting simulation skin system is arranged above the fabric clamping device, and ascends and descends in a reciprocating way through a speed-governing engine, a simulation skin sensor is connected with a computer through a simulation skin temperature data collecting system, temperature and humidity sensors are respectively arranged between the thermal-protective coating attached with the comfort layer and the water-proof ventilation layer, between the water-proof ventilation layer and the outer layer, above the thermal-protective coating attached with the comfort layer and inside an under-coat air layer, outside the outer layer and inside a static air layer, and are connected with the computer through a temperature and humidity data collecting system.
