The invention provides a video multicast achieving method based on a session initiation protocol (SIP) monitoring system. The video multicast achieving method includes: when media streams between SIP monitoring client sides and IP cameras (IPCs) are transferred by a server and the first SIP monitoring client side is connected with one IPC through the server, the second SIP monitoring client side is assumed to monitor the IPC and transmit INVITE requests; the server preferably confirms authority of the second SIP monitoring client side, if the second SIP monitoring client side is authorized, media ports are distributed to the server directly through media services, and the server provides 2000K response; the second SIP monitoring client side responds to ACK, then RTP streams are built between the second SIP monitoring client side and the server, and the server is responsible for forwarding IPC audio / video streams to the first SIP monitoring client side and the second SIP monitoring client side. By means of the video multicast achieving method based on the SIP monitoring system, a plurality of users can look over one IPC at the same time, and the monitoring quality can be ensured.
