The invention provides a breach of regulation vehicle detection method and a device based on videos, the breach of regulation vehicle detection method judges whether a to-be-tested area exists sport prospect or not based on the videos by acquiring video information which is used for testing the to-be-tested area, when the to-be-tested area exists the sports prospect, vehicle recognition is started to acquire the information of vehicles which are parked on the to-be-tested area; the video information on the to-be-tested area is acquired based on an arranging time interval, so that the vehicle recognition is started in the to-be tested area to acquire the information of vehicles which are parked on the to-be-tested area; and license plates which satisfy a threshold are the license plates of breach of regulation based on the vehicle information that each time interval acquired and the arranged parking time threshold. By recognizing the license plates of the vehicles in the to-be-tested area periodically and identifying the parking time of the vehicles, the breach of regulation vehicle detection method and the device based on videos identify the vehicles which the parking time satisfies the parking threshold as the breach of regulation vehicles, and therefore have the advantages of being capable of reducing resources waste due to manual check and improving testing efficiency.
