The time shifting method for the mobile phone terminal channel comprises the following steps: receiving by a downloading server a request which is sent by a mobile phone terminal from a live broadcast cut-over time shifting operation through responding and used for downloading a required video stream slice; and supplying the required video stream slice to the mobile phone terminal by the downloading server according to the received request so as to be convenient for the mobile phone terminal to begin to broadcast from the video stream slice after receiving the video stream slice. According to the invention, the time shifting video stream slice can be stored and read on the mobile phone terminal so as to be convenient for a user to watch non-live channel programs on the mobile phone terminal.
