The method includes the following steps: a terminal negotiates with a base station about the supported access channel rate level including the lowest rate level support ability (100); the terminal selects the access channel rate between the maximal access rate and minimal access rate of the access channel levels supported by the both sides (101).The method of the present invention introduces more access rate level for the access channel, and increases the corresponding field marks, and insures the effective selection of access channel data transmission rate which meets the data transmission requirement and considers the network load.
