The method comprises the following steps of: the printing and dyeing wastewater is introduced into a pulse anaerobic reactor for anaerobic treatment; effluent subjected to the anaerobic treatment enters a biological contact oxidation pond; the effluent from the biological contact oxidation pond automatically flows into a secondary clarifier for solid-liquid separation; and the effluent from the secondary clarifier enters an advanced treatment system for advanced treatment soas to finally obtain recyclable reclaimed water. The advanced treatment system comprises a carbon fiber ionic membrane treatment device, a coagulative precipitation tank, a manganese sand filter, a precise filter and an ion exchange tower. The method optimally recombines the conventional mature wastewater treatment processes and has low investment cost.
