The device is of a tank body structure, and the interior of the tank body is divided into two communicated areas, wherein the upper area is a circulating water cooling area, and the side part of the area is provided with a circulating water inlet and a circulating water outlet; and the lower area is a low-temperature water cooling area, and the side part of the area is provided with a low-temperature water inlet and a low-temperature water outlet.
