The device and the method adopt the technical scheme that: the anti-dropping device is an outer metal shell; the cavity of the shell is internally provided with a slips the inner side of which is a circular arc surface with slips teeth connected with a slips connecting plate, and the slips connecting plate is connected with the lower face of a hydraulic cylinder; the outer part of the hydraulic cylinder is transversely connected with a tightly inserting plate which is provided with a fastening bolt; and the lower part of the hydraulic cylinder is provided with an oil inlet while the upper part is provided with an oil inlet pipe in which an overflow device is arranged and is connected with a hydraulic pipeline. The method uses two hydraulic cylinders to clamp and release the slips and controls piston rods of the hydraulic cylinders to drive the slips to move downwards through a connecting mechanism in an emergency. The inner side of the slips contacts the drilling tool to form self-locking to clamp the drilling tool.
