The system comprises a storage unit, a buffer unit, an access control unit and an output control unit, wherein the storage unit is used for receiving a first write instruction, receiving the transmission stream to be smoothly processed according to the first write instruction, receiving a read instruction, and sending the transmission stream according to the read instruction; the buffer unit is usedfor receiving a second write instruction, and receiving the transmission stream sent by the storage unit according to the second write instruction; the access control unit is used for sending the first write instruction to the storage unit according to the detected transmission stream to be smoothly processed, sending the read instruction to the storage unit according to a storage space state ofthe buffer unit, and simultaneously sending the second write instruction to the buffer unit; and the output control unit is used for selecting output transmission stream or output space packets according to the length of the transmission stream in the buffer unit.
