Hardware components comprise a ship terminal AIS module, a communication network and a host computer platform, wherein the ship terminal AIS module is connected with the host computer platform through the communication network in a wireless way; the ship terminal AIS module consists of a common interface for ship navigation devices, an information processor, an information monitor, a VHF transceiver, a GPS module and a communication module, which are connected electrically; the communication network comprises SOTDMA / VHF and GPRS / CDMA public network, wherein the SOTDMA / VHF and the GPRS / CDMA public network are electrically connected with a ship terminal and the host computer platform respectively; and the host computer platform is positioned in a base station center and consists of a data communication layer, a ship management layer and a user interface management layer. The automatic identification of ships is realized through direct communication between ships or the ship basic information transfer of a base station.
