The invention overcomes disadvantages that after CPE parameters are modified, the current technique lets self decide whether it is efficient so that it may need human intervention by user, or new modified parameters does not take effect since CPE is in online for long term. The invention satisfies requirement of making new parameters take effect instantly as well as can prompt user to carry out effective intervention if the new modified parameters does not take effect since CPE is in online for long term.
