Said device includes IP interface module, video decoding module 1, video decoding module 2, audio frequency decoding module 1, audio frequency decoding module 2, video synchronized module , and mixer device. Said Video synchronized module is used for overlapping synchronizing two-way code stream, conversation video signal and stream media video signal; mixer device for mixing two-way code stream. The present invention also discloses a visual telephone video voice signal transmission method. The present invention can make user terminal through same display screen and speaker both to view stream media messages and to make audio frequency video chat with opposite terminal user.
