Abstract

The method comprises the following steps that: an independent signaling beam is added in a satellite system, and special-path signaling is designed in the signaling beam; channel associated-path signaling is designed in the service wave beam and works in cooperation with special channel signaling of the signaling wave beam; before a service is initiated, a user is in a special-path signaling mode, and the system firstly completes random access and control information interaction of the user through a special-path signaling channel; and, in the service scheduling process, the user works in a channel associated-path signaling mode, channel associated control information interaction is completed through a service channel associated-path signaling channel, and access management and resource scheduling of the user are jointly completed through a special channel signaling channel and the service channel associated-path signaling channel. According to the invention, the special-path signaling and the service associated-path signaling are integrally designed, the flexibility of the system is improved through the special-path signaling, the random access of the user is realized, the access response time of the user is reduced, and the service quality of the user is improved.
