The method comprises the following steps: determining areas where a plurality of to-be-issued waves are located according to cargo storage areas of orders of the plurality of to-be-issued waves, and obtaining the number of basic units of inventory in-out metering in the plurality of to-be-issued waves; determining the in-transit row number and the maximum row number of the plurality of to-be-issued waves in each region according to the number of the units; calculating the busy degree of the plurality of to-be-issued waves according to the in-transit row number and the maximum row number, and determining the evaluation indexes of the plurality of to-be-issued waves according to the busy degree and the area where the plurality of to-be-issued waves are located; and comparing the evaluation indexes, and determining a target wave in the plurality of to-be-issued waves according to a comparison result for issuing.
