A user side demand response management platform is used for acquiring next-day meteorological parameters and next-day response information declared by the users through mobile terminals. A controller is used for carrying outresponse potential calculation on the governed users according to the data information and carrying out statistics on total potential values. A platform summarizes all the total potential values, anda scheduling system formulates a response plan according to the next-day system calling demand. The platform carries out task decomposition on the response plan and issues a task instruction to the controller. The controller decomposes the task, determines participation users and response quantity, and issues a control command to the governed response terminal to carry out response on the next day. The response terminal adjusts the heat supply amount by controlling the opening degree of a valve according to the control instruction and uploads real-time monitoring data to the controller. The controller uploads the monitoring data to the platform, and the platform carries out transaction settlement and issues transaction settlement results to the users.
