The method comprises the steps of (1) selection of the inter-stock combination; (2) determining an inter-stock cultivation mode; (3) determining a grafting time; (4) performing grafting; (5) carrying out management after grafting; and (6) performing flower and fruit management. According to the method, fructus aurantii-smooth-skin kumquat is taken as the citrus high-grafting variety inter-stock, advanced and easy blossoming and fruiting is achievedcompared with that adopting shaddock type, orange type, lemon type and wide-skin citrus type as the inter-lock, and identification and evaluation of new species can be rapidly carried out; and the citrus, after being high-grafted by the method of the invention, can blossom and fruit in the second year, and character of early blossoming and fruiting can be realized, and early citrus variety identification is facilitated, thereby accelerating the variety test and utilized, shortening the breeding period and promoting the breeding benefits.
