Suction water pumps are connected to the outer end part of a water inlet pipe and the outer end part of a pulp discharging pipe through hoses, a bidirectional suction water pump is connected to the outer end part of an annular water sleeve in-out pipe, an excavating motor is put into a pile hole through a traction rope and arrives at a designated position in the formed pile hole, the bidirectional suction water pump is controlled to flush all annular water sleeves with water to make the water sleeves bulge, the excavating motor is fixed in the pile hole, the suction water pumps connected to the outer end part of the water inlet pipe and the outer end partof the pulp discharging pipe are started first, then the excavating motor is started, and the rotating speed of the excavating motor is controlled to be increased progressively to a high level from alow level until one uplift table annular groove is excavated.
