The composite ice-removing and water-removing cutter comprises a cylindrical cutter holder and a cylindrical hub motor, wherein the inner wall of the cutter holder is provided with a ridge along the length direction thereof; the surface of the corresponding hub motor is provided with a groove along the length direction thereof; the cutter holder sleeves the hub motor; a flexible brush, an elastic rubber cutter and a rigid ice-removing cutter are fixed to the surface ofthe cutter holder along the length direction of the cutter holder; and the inner ring of the hub motor is fixed to the connecting rod of the high-voltage transmission line deicing robot.
