The device is is characterized in that the device comprises a slurry outlet, a grouting opening, an upper member reinforcing steel, a lower member reinforcing steel, a threaded connection end, a semi-grout sleeve, a grout material, a DC dual-arm bridge, and a test contact connecting piece; the test contact connecting piece is arranged in the semi-grout sleeve and connected with the lower member reinforcing steel; a first connection point is arranged at a portion of the upper memberreinforcing steel extending out of the semi-grout sleeve; a second connection point is arranged at a portion of the lower member reinforcing steel extending out of the semi-grout sleeve; the DC dual-arm bridge is connected with the first connection point and the second connection point through wires. The test contact connecting piece does not affect the grouting quality, the external DC dual-armbridge can display the resistance reading when the circuit is switched on so long as the anchoring length of the reinforcing steel is sufficient, so that on-site detection for the anchoring length ofthe reinforcing steel of the semi-grout sleeve is realized.
