The method comprises the following steps that: a satellite coverage area is divided into a plurality of cells; each cellis divided into a plurality of rectangular units with equal sizes; a first three-dimensional matrix is used for representing actual channel capacities of each rectangular unit at different times; a second three-dimensional matrix is used for determining whether to serve each rectangular unit at different times, wherein an element 1 of the second three-dimensional matrix indicates that the corresponding rectangular unit is served by beam hopping at a certain time and an element 0 indicates that the corresponding rectangular unit is not served at a certain time; a product of the first three-dimensional matrix and the second three-dimensional matrix expresses a target matrix; the second three-dimensional matrix is adjusted to maximize the sum of all elements of the target matrix; and the corresponding matrix unit is served according to the adjusted second three-dimensional matrix.
