The invention provides a double-layer robust unit combination method based on reserve setting. The method comprises the steps that an optimal unit combination model and a robustness detection model are established; an optimal unit combination is acquired according to initial rotation percentage reserve and the optimal unit combination model; robustness detection is performed on the optimal unit combination through the robustness detection model, and robust indexes of the optimal unit combination are acquired; and corresponding operation is executed according to the size of the robust indexes,and finally a robust unit combination is acquired. A robust scheduling method is applied to unit combination, and robust unit combination of large-scale wind power connection is realized; when wind power fluctuates arbitrarily within a certain range, a system can run securely just by adjusting unit output, and an effective solution is provided for solving uncertainty of wind power output in a former power generation plan; and the method has the advantages that an executable scheduling scheme is provided for power generation system running personnel, and engine economy is improved.
