The system comprises at least one cloud server, a hospital end communicating with the cloud server, a case triage end, an expert end, and an operation management end; the case triage end is used for receiving a diagnosis service list and corresponding local medical treatment data from the cloud server, performing internalimage review, and sending the diagnosis service list and the corresponding local medical treatment data to the expert end if the local medical treatment data do not satisfy an internal image review condition or the diagnosis service list designates expert service; and the expert end is used for receiving the diagnosis service list and corresponding local medical treatment data of the hospital endfrom the case triage end or the cloud server and rendering a diagnosis report. The distribution system can quickly process triage data. By means of the accumulation of a large quantity of real case data, an intelligent triage function can be additionally realized in a later period; a case distribution procedure can be batter assisted efficiently and accurately; and data can be quickly and accurately transmitted to a diagnostic end for diagnosis and issuance.
