The method comprises the steps of obtaining a distribution pressure value; in response to the situation that the distribution pressure value meets a preset condition, setting at least one distribution resource in distribution resources of a peak-shifting distribution time period and distribution resources of a target distribution time period, thereby enabling the distribution resources of the peak-shifting distribution time period to be more than the distribution resources of the target distribution time period; and in response to operation of receiving a request used for obtaining the distribution resources and sent by a terminal, sending the set distribution resources in the distribution resources of the peak-shifting distribution time period and the distribution resources of the target distribution time period to the terminal. According to the method and the apparatus, a user is guided to select distribution in the peak-shifting distribution time period by adjusting the distribution resources in different time periods, so that the distribution pressure of the target distribution time period is reduced.
