The method comprises the following steps of 1, establishing a target layer, which is a power network development diagnosis index system; 2, establishing a control layer, which comprises 6 indexes including a power network scale, a power network structure, utilization efficiency, safety reliability, an equipment level and an operation environment; 3, establishing a network layer, which comprises 39 indexes corresponding to the indexes of the control layer respectively; 4, calculating weights omega i of the indexes based on a analytic network process; 5, building an aggregation model; and 6, displaying a diagnosis result. According to the method, in combination with a power network development law, starting from limitations of power network development conditions and external factors, related indexes influencing power network development are selected, and from the perspective of long-term power network development, the limitations of resources such as energy resources, environments, lands and the like on the power network development are considered, so that an innovative index is proposed.
