The method comprises the following steps of: when a flood is forecasted, increasing the output power generation of each reservoir in advance, carrying out full-load operation on the upstream reservoirs to reduce the water levels of the reservoir to a dead water level threshold value and then empty the reservoir capacity; when the flood happens, closing the upstream reservoirs so as to back up the flood for the downstream reservoirs under the premise that the downstream reservoirs are fully loaded, and compensating the additionally generated power of the downstream reservoirs to the upstream reservoirs; if the water levels of upstream reservoir power stations rise to exceed a normal high water level and heavy rainfall is forecasted in N days, opening the upstream reservoirs to carry out flood discharge, and compensating the additionally generated power of the downstream water reservoirs to the upstream reservoirs; after the water levels fall, opening the upstream reservoir power stations to ensure that the downstream reservoir power stations are fully loaded; and evaluating the annual performance of the cascade reservoir group via the power of abandoned water of the upstream reservoirs and the additionally generated power of the downstream reservoirs.
