The method comprises steps that the plurality of single-antenna microcellular base stations are managed in a unified manner by using a concentrated control terminal, and the plurality of antennas of the microcellular base stations form the distributed multi-antenna system with the action of the concentrated control terminal; the microcellular base stations in the region are evenly distributed to multiple clusters; each cluster achieves distributed wave beam forming for mobile users in the cluster; the access user number and the signal to noise ratio condition of each cluster obtained by feedback are subjected to statistics; according to the statistics condition, adaptive adjustment of the number of the microcellular base stations in each cluster is carried out, and the emission power is adjusted with the combination of the distributed wave beam forming, so that the communication quality of the mobile users can be ensured; and the concentrated control terminal adjusts the emission power in each cluster, and the inter-cluster interference is reduced under the precondition of meeting the intra-cluster communication.
