The device comprises a material roller-way conveyor, a material chain conveyer, a material pusher, a non-transmission working platform and a PLC module control center. The method comprises the following steps: feeding materials into the material chain conveyer through the material roller-way conveyor; allowing the material roller-way conveyor to convey the materials into the non-transmission working platform, and confirming that the material front end enters the non-transmission working platform through photoelectric induction, and stopping conveying; upwards lifting the material pusher through a lifting assembly until the material pusher lifts to the same height of the front and rear push assemblies and the tray at the lower end of the stacked materials; forwards pushing the stacked materials with trays by the front and rear push assemblies until the materials are completely pushed into the non-transmission working platform; and backwards moving the front and rear push assemblies back to the original position, and downwards moving the material pusher back to the original position.
