The positioning system comprises an airship positioning and control terminal and a ship positioning terminal, wherein the airship positioning and control terminal comprises an airship wireless transmitting and receiving module, an AIS base station module, an airship control module and an airship main control module; and the ship positioning terminal comprises a ship wireless transmitting and receiving module, an AIS ship station module, a display module and a ship main control module. The airship is used for carrying the AIS base station, through reasonable layout and planning, the airship and a shore-based AIS base station communicate, and positioning of the airship is realized through accurate position information of the shore-based AIS base station; then, the laid airship network is used for covering ocean ships, the ships directly communicate with the airship, and thus, self-organizing positioning of the ocean ships is thus realized; and in comparison with an individual shore-base AIS base station network, the positioning distance of the invention is farther, and self-organizing positioning of the ocean ships can be realized through a land-based navigation system.
