The system comprises an ecological dam, a constructed wetland system, a purification pond, and a data monitoring and automatic control system. The method comprises the following main process steps: A) building a dam; B) forming openings in a side slope of the dam, connecting a constructed wetland, forming a natural wetland ecological system in the constructed wetland, and keeping a specific community structure of a coastal wetland ecological system on the wetland; C) leading sewage into the purification pond if a pollution incident happens, and discharging the sewage after treatment in a clear water reservoir, wherein one purification pond is additionally built every 500 meters of the length of a seawall; D) opening a valve on the purification pond to communicate with the constructed wetland if no pollution incident happens to enable the constructed wetland ecological system to be communicated with a natural wetland area and the sea; E) introducing living things into the constructed wetland, and providing a good growing space for the living things so as to form a complete interlaced zone ecological system food web; and F) monitoring related environmental parameters in real time by using the automatic control system.
