The apparatus comprises a drive mechanism, a hydraulic pump, a first switch valve, a second switch valve and a brake assembly; the oil inlet port of the first switch valve is connected with the oil outlet port of the hydraulic pump, a control end of the first switch valve opens or closes the oil outlet port of the first switch valve on the basis of a first control instruction received by the control end; the oil inlet port of the second switch valve is connected with the oil outlet port of the first switch valve, the oil outlet port of the second switch valve is connected with the oil inlet port of the hydraulic pump, the second switch valve opens or closes the oil outlet port of the second switch valve on the basis of a second control instruction received by the control end; the brake assembly is connected with the oil outlet port of the first switch valve for generating a brake actuation signal on the basis of the flow rate of the oil outlet port of the first switch valve. The double switch valve-based self-powdering brake apparatus and system can avoid the problems of poor contamination resistance and serious oil leakage of the self-powdering brake device in the prior art.
