The device comprises a master control system, an automatic observation geometry adjustment system, a global positioning system and a multi-angle optical measuring system, wherein the master control system is connected with the automatic observation geometry adjustment system, the global positioning system and the multi-angle optical measuring system through cables; the multi-angle optical measuring system is mounted on the automatic observation geometry adjustment system. The method comprises the steps of installation deployment, position information inputting, real-time time information inputting, sun azimuth calculation, automatic observation geometry adjustment and multi-angle spectrum acquisition. According to the invention, the automatic measurement of water body apparent spectrums at a plurality of observation azimuths can be implemented easily, the observation angle is strictly adjusted, and spectrum data is subjected to parallel acquisition, so that the simultaneity and synchronicity of spectrum data at the observation azimuths are guaranteed, the matching of the spectrum data acquired at different observation angles is greatly improved, and high-quality on-site observation data is provided for research of water body apparent spectrum bi-directional property.
