The bioreactor comprises a primary culture medium reaction tank, an air pressure pump and a nutrition additive solution tank, wherein the primary culture medium reaction tank is a bubbling bioreaction tank; a nutrition additive solution dropping opening is also formed in a reaction tank cover; a material outlet with an adjustment valve is formed in the bottom of the nutrition additive solution tank; a tank cover is arranged at the top of the nutrition additive solution tank, and an air inlet with a filter is formed in the top of the nutrition additive solution tank; the nutrition additive solution dropping opening is connected with the material outlet through a pipeline. The invention further provides a system for producing the ginseng adventitious roots by the bioreactor. The system consists of a nutrition additive solution tank and three primary culture medium reaction tanks. The bioreactor can drop a nutrition additive solution at proper time, so that the saponins content is increased; particularly, a culture medium with high-concentration saccharose in the nutrition additive solution tank can be used for dynamically balancing the saccharose concentration in the reaction tank, so that the adding amount of saccharose can be increased, and the yield of the adventitious roots can be increased; the problem of suppression, which is caused by high saccharose concentration, on the growth of the adventitious roots is solved.
