The illuminating device capable of toning comprises an LED (light-emitting diode) light source and a fluorescent sheet which is movably arranged above the LED light source, wherein the thickness of the fluorescent sheet is changed according to a predetermined rule in the moving direction of the fluorescent sheet; at least first fluorescent powder and a second fluorescent powder are arranged on the fluorescent sheet; excited by light emitted by the LED light source, the first fluorescent powder emits first light; excited by light emitted by the LED light source, the second fluorescent powder emits second light; and excited by the first light, the second fluorescent powder emits light.
