The system comprises a speed setting module, a whole vehicle controller and a traction converter, wherein the speed setting module is used for setting the target speed and the minimum speed threshold value, the whole vehicle controller is connected with a speed sensor arranged at a vehicle body for collecting the practical running speed of the vehicle and is connected with an angle sensor for judging the gradient of the vehicle running road segment, the traction converter is connected with the whole vehicle controller, and is used for converting alternating current output by a generator into driving force to be provided for an electric motor working in a traction mode, or converting the alternating current into braking force to be provided for the electric motor working in a braking mode, and the whole vehicle controller controls the value of the driving force moment or the braking force moment provided for the electric motor in a constant speed control mode according to the practical running speed of the vehicle and the gradient of the vehicle running road segment, so that the vehicle running speed is within the range of the target speed and the minimum speed threshold value.
