The preparation method comprises the following steps: an NH4HCO3 solution, an NH4H2PO4 solution, a Ca(NO3)2 solution, an NH4OH solution, a hydrochloric acid solution, an NH4Cl aqueous solution and an ethylenediaminetetraacetic acid calcium-potassium solution are prepared into a mixed liquor F; a styrene-chloroform solution, a divinylbenzene-chloroform solution and an azodiisobutyronitrile-chloroform solution are prepared into a mixed liquor M; the mixed liquor F is dropwise added into the mixed liquor M to obtain a mixed liquor O; the mixed liquor O is dropwise added into a poval solution to obtain a mixed liquor P; the poval solution is added into the mixed liquor P for centrifugal separation to obtain a porous absorbent with the nitrogen and phosphorus slow release function, and the porous absorbent is cultured in a hydrocarbon degrading bacteria culture solution for 24 hours and taken out for air drying to obtain the finished product.
