A mixed solution F is prepared from an NH4HCO3 solution, an NH4H2PO4 solution, a Ca(NO3)2 solution, an NH4OH solution, a hydrochloric acid solution, an NH4Cl solution and an ethylenediamine tetraacetic acid calcium potassium solution; a mixed solution G is prepared from a poly-beta-hydroxybutyrate chloroform solution and a polyethylene glycol chloroform solution; the mixed solution F is dropwise added into the mixed solution G, and a mixed solution H is obtained; the mixed solution H is dropwise added into a polyvinyl alcohol solution to obtain a mixed solution I; the polyvinyl alcohol solution is added into the mixed solution I, then centrifugal separation and freeze drying are carried out, and the suspended oil-adsorbing microspheres are obtained. The suspended oil-adsorbing microspheres are cultured in a petroleum hydrocarbon degrading bacteria culture solution for 24 h and then are taken out for air drying.
