The method is simple to operate, the obtained solid catalyst can be continuously reused through simple treatment after the reaction, thus the service life is long, the pollution is avoided, and the production cost is greatly reduced. By applying the solid catalyst to a process of synthesizing ethylene carbonate or propylene carbonate through a reaction between ethylene oxide or propylene oxide and carbon dioxide, a good catalysis effect is realized, the selectivity of the cyclic carbonate is higher than 95%, and the yield is higher than 85%.
