Two energy indexes for evaluating the compaction characteristic of the emulsified asphalt cold-recycling mixture are defined according to the relation between the compaction degree and the compaction times in a compaction curve of the emulsified asphalt cold-recycling mixture: a primary compaction energy index (PCEI) and a secondary compaction energy index (SCEI). The method mainly comprises the following steps: drawing a compaction curve through rotatably compacting emulsified asphalt cold-recycling mixtures with different water contents in a certain range; calculating the compaction energy indexes PCEI and SCEI according to a formula to obtain a water content corresponding to a maximal PCEI and a water content corresponding to a minimal SCEI; and finally, calculating to obtain the optimum water content of the emulsified asphalt cold-recycling mixture according to the formula.
