The treatment method comprises the following steps of: (1) chemical-membrane filtration treatment, namely rapidly transmitting pre-treated sludge which is added with proper amounts of a precipitant and a crystallization aggregating agent, transmitting the sludge in a slow mixer, adding to a precipitator, implementing precipitation and separation, and timely discharging sludge on the bottom; lifting sewage in the precipitator to a tubular ultrafiltration membrane device through a circulating pump, and implementing cross-flow membrane filtration to the chemically treated sewage through the tubular ultrafiltration membrane; transmitting filtered water to a pH regulator and regulating pH value to 8-10; (2) high-concentration reverse osmosis treatment, namely transmitting the filter water with pH value regulated to a cartridge filter through a reverse osmosis water feeding lifting pump, and transmitting the water to a reverse osmosis membrane component through a reverse osmosis high-pressure pump and implementing reverse osmosis desalting treatment, to obtain reverse osmosis produced water and reverse osmosis concentrated water.
