One side of the cold water tank is provided with a normal temperature technical water pipe and a low temperature technical water pipe; the underside of the secondary desorption tower is provided with two water outlets, wherein one water outlet is connected successively with the circulating water pump, the water chiller and the low temperature technical water pipe of the cold water tank through a pipeline, the other water outlet is connected directly with the normal temperature chemical water pipe of the cold water tank through a pipeline; the other side of the cold water tank is provided with a water outlet which is connected with the technical water pump through a pipeline, and the water pump is connected with the inlet on upper side of the absorption tower. The system in the invention can greatly reduce the load of the water chiller so as to achieve the effect of reducing the operating cost.
