The method includes: a base station distributes PUSCH resources for UE (user equipment) and sends scheduling information of PUSCH resources through a PDCCH (physical downlink control channel); the UE determines the bit number of the ACK / NACK information and selects a coding method according to UL (uplink) DAI (downlink allocation indication) in the PDCCH and subjects the ACK / NACK information to coding operation by the coding method; scrambling codes are selected according to an ACK / NACK transmission mode configured by the UE in a Cell mode, and the ACK / NACK information subjected to coding operation is subjected to scrambling operation; and the UE transmits the ACK / NACK information subjected to scrambling operation on the PUSCH.
