The device comprises a stirring cylinder, a micro pipeline pump and a dispersing bin; stirrers are arranged in the stirring cylinder, and a dispersing plate and a barrier glass plate are sequentially arranged above the dispersing bin; the method comprises the following steps of: adding the sand grains into the stirring cylinder into which liquid nitrogen is filled, and fully mixing the sand grains and the liquid nitrogen under the action of the stirrers; inputting mixed liquid into the dispersing bin by the micro pipeline pump and returning the mixed liquid to the stirring cylinder along a connection pipeline; and after the mixed liquid circulates between the dispersing bin and the stirring cylinder for a certain period of time, closing electric valves at two ends of the micro pipeline pump and the dispersing bin, opening the barrier glass plate, allowing the mixed liquid of the sand grains and the liquid nitrogen in the dispersing bin to penetrate through the dispersing plate to contact air, and gasifying and volatilizing the liquid nitrogen to obtain the sand grains, so that the sand grains are dispersed.
